A personnel record can be made up of employee basic data, address data, pay data, dependent data, job data, job history, etc. Payroll charges can arrive as basic hours and activity, but need to be processed in a recognized company, worked department, and possibly location, specific work function/Job or on a particular project! Payrate is often not known in the labor data collection system and must be looked up, possibly calculated. External systems may be inaccessible for inspection to determine how to interact with them, so file formats must be relied on to import or export data via blind submittals. To be trustworthy and efficient, all this must be designed, built, supported, and operated correctly for each company/organization. It's a "Who ya gonna call?" situation. This is very different from IT's responsibilities to manage the work network and electronic environment-also an unavoidable factor.
